After a successful college career at Penn State, where he was runner up for the Heisman Trophy, Carter was drafted by the Cincinnati Bengals in 1995. He was the first pick that year. He played with the Bengals until 99 and was then rounded out his career with a few other teams. Sadly his tenure was ended due to injury, but he was one of the most promising players of the 90s.
